The European and African councilman was an unnamed member of the Vampire Council. He led the transatlantic slave trade, conquest of the Americas and modern wars in Rwanda, plagues and diseases in developing nations who couldn't combat them.

Described as a pale entity with a clean shaven head lacking eyebrows or eyelashes. His grayish-blue skin was so thin, you could see the blue-green veins beneath it which contained discolored blood. He had long, willowy fingers.
He black regalia threaded with gold. Each council member wears a ring with a crest and a gemstone that matches the stole sash that runs down the front of their robes.
